Abstract

Purpose

This paper aims to conduct a bibliometric study on e-government research, with special concern over finding bases on which electronic government studies are constructed.

Design/methodology/approach

This paper is a bibliometric study using citation, co-citation and bibliometric coupling analysis, applied to 161 selected articles published in 37 top journals in public administration.

Findings

The paper presents existing knowledge on e-government research and provides a categorization in terms of research subfields. The 40 top-cited works were classified into three subfields of intellectual influence: models and evolution; implementation factors; and adoption constraints. In total, 63 works were classified into three subfields of mainstream research: adoption (contextual and technological factors); evolution status and implementation; and social capital. The paper presents gaps in research streams.

Research limitations/implications

Because of the chosen research approach, this study has limitations that are inherent to bibliometric studies, such as the selection of journals and keywords. This work helps e-government students and researchers to understand the mainstream research of the field, presents the references on each stream and, in addition, provides information to public policy makers. Findings from this study can contribute to theory building in e-government research.

Practical implications

This study may provide support to government institutions to assess the allocation of public resources for research.

Originality/value

The paper fulfils an identified need to examine the intellectual foundations and mainstream research in the field of e-government, unlike other reviews. The paper makes a methodological contribution by integrating co-citation and bibliographic coupling in mapping knowledge.

Realizar uma bibliometria sobre pesquisa em e-government, com especial preocupação em encontrar as bases sobre as quais estudos são construídos.

Projeto/metodologia

Bibliometria utilizando análise de citação, cocitação e pareamento bibliográfico, aplicado a 161 artigos selecionados publicados em 37 periódicos de ponta em administração pública.

Resultados

Apresentar o conhecimento existente sobre pesquisa em e-government e fornecer uma categorização de subcampos de pesquisa acadêmica. Os 40 trabalhos mais citados foram classificados em três subcampos: Modelos e Evolução, Fatores de Implementação e Restrições de Adoção. 63 trabalhos foram classificados em três subcampos: Adoção (Fatores Contextuais e Tecnológicos), Status de Evolução e Implementação, e Capital Social.

Limitações/implicações da pesquisa

Devido à abordagem de pesquisa escolhida, este estudo apresenta limitações inerentes aos estudos bibliométricos, como a seleção de periódicos e palavras-chave. Este trabalho auxilia estudantes e pesquisadores do e-government a entender as principais vertentes de pesquisas da área, apresenta as principais referências e, além disso, fornece subsídios aos formadores de políticas públicas. Os resultados deste estudo podem contribuir para a formação da teoria na pesquisa em e-government.

Implicações práticas

Este estudo pode fornecer suporte a instituições governamentais para avaliar a alocação de recursos públicos para pesquisa.

Originalidade/valor

O documento preenche lacuna identificada em examinar a base intelectual e a pesquisa predominante no campo do e-government. O artigo faz uma contribuição metodológica ao integrar cocitação e pareamento bibliográfico.

Resultados

Presente el conocimiento existente sobre e-government y proporcione una categorización en términos de subcampos de investigación. Las 40 obras más citadas se clasificaron en tres subcampos: Modelos y Evolución, Factores de Implementación y Restricciones de Adopción. 63 trabajos se clasificaron en tres subcampos de investigación general: adopción (factores contextuales y tecnológicos), estado e implementación de la evolución y capital social. El artículo presenta lagunas en las corrientes de investigación.

Limitaciones/implicaciones para la investigación

Debido al enfoque de investigación elegido, este estudio tiene limitaciones inherentes a los trabajos bibliometricos, tales como la selección de revistas y palabras clave. Este trabajo ayuda a los estudiantes e investigadores de e-government a comprender la investigación en este campo, presenta las referencias en cada línea y, además, proporciona información a los responsables de la política pública. Los hallazgos de este estudio pueden contribuir a la construcción de teorías en la investigación del e-government.

Implicaciones prácticas

Este estudio puede brindar apoyo a las instituciones gubernamentales a la hora de evaluar la asignación de recursos públicos para la investigación.

Originalidad/valor

El documento cumple con una necesidad identificada de examinar los fundamentos intelectuales y la investigación general en el campo del e-government. El artículo hace una contribución metodológica al integrar la co-cita y el emparejamiento bibliográfico.

Abstract

Purpose

This paper aims to investigate whether and under what conditions open innovation (OI) drives innovation performance (IP) in the financial sector. To this end, the paper first analyzes in-depth the indirect effect of overcoming two attitudinal mediators, namely, not-invented-here syndrome (NIHS) and not-sold-here syndrome (NSHS). It then uses dynamic capabilities theory to hypothesize that the indirect effects are moderated by absorptive and desorptive capabilities, respectively.

Design/methodology/approach

The authors perform an empirical study of major Spanish financial entities. Data are collected from 288 questionnaires from employees at branches of 13 bank entities. Regression analysis tests the mediating role of overcoming syndromes and the moderated-mediating role of dynamic capabilities in the OI–IP relationship.

Findings

Results confirm the indirect effect of overcoming NIHS on the relationship between outside-in OI and IP, and the indirect effect of overcoming NSHS on the relationship between inside-out OI and IP. Further, absorptive capacity moderates the indirect effect between outside-in OI practices and IP by overcoming NIHS, and desorptive capacity moderates the indirect effect between inside-out OI practices and IP by overcoming NSHS.

Originality/value

This paper advances knowledge by explaining discrepancies in the sign of the OI–IP relationship. By introducing comprehensive absorptive and desorptive capacity models to explain OI, it advocates an integrative framework to understand OI activities and their outcomes. Managers should develop these capacities using human talent training and cultural values development to mitigate NIHS and NSHS and optimize firms’ OI efforts and the improved IP benefits derived from them.

Abstract

Purpose

This article develops a review of the university social responsibility literature to identify the most influential countries, authors, journals, and institutions, their structure, and research lines.

Design/methodology/approach

The review was carried out from a bibliometric and network analysis of documents published in the Web of Science database.

Findings

In total, 192 documents were found that were scientifically mapped in this field. From the network analysis, four research perspectives were identified: strategic impact management policy, user and its stakeholders, service-learning and its contribution to user, and theories, approaches, and strategies of University Social Responsibility (USR). Finally, the agenda for future research are presented.

Originality/value

The present work carries out a bibliometric and network analysis that seeks to contribute to the literature on USR, identifying its current perspectives and future lines of research.

Abstract

Purpose

The purpose of this study is to provide an initial, valid and reliable measure of corporate social responsibility (CSR) in small companies from the theoretical perspective of the stakeholders.

Design/methodology/approach

To design the multi-item scale or measure a factorial analysis was used. This helped the authors develop the CSR assessment tool, measurement instrument and formalize the model connecting observable phenomena to theoretical attributes.

Findings

The results of the analysis provided a four-dimensional structure of CSR, including, employees, customers, the environment and society. Specifically, the authors concluded with an original scale of 24 validated indicators that measures CSR in small and medium enterprises (SMEs). The observed results confirmed the validity of the measure proposed to evaluate the commitment of SMEs to CSR through the level of practices developed with their stakeholders.

Originality/value

The scale developed to assess the level of CSR practices in SMEs stands not only as a valid and reliable measure for future research studies but also as a perfect guide for SMEs managers that want to develop CSR practices in their firms.

Purpose

Recent years have seen increased participation by women in Science and Technology activities, but parity with men remains a distant goal. This paper provides a framework for improving knowledge on the dynamics of women’s contributions to innovation, as measured through their contributions as inventors.

Design/methodology/approach

Analysis was conducted using data from the United States Patent and Trademark Office (USPTO) database, covering over 40 years from 1976 to 2019. The study provides a breakdown of women’s inventiveness/innovation by technology area, which permits analysis of whether female inventors tend to work individually or as part of a team, as well as analysis of the effects of international networks.

Findings

Specific data have been analyzed around innovative activity by women in Spain, providing new insights on gender gaps. Key findings include those recent increases in inventions by women (as measured through patents) have occurred mostly via participation in internationally connected mixed-gender teams. Furthermore, the inventive creativity of women is found to be sector-biased and framed mainly in the chemical sector.

Originality/value

There are no similar contributions using USPTO data for Spanish inventions. This is an original paper that emphasizes the potential of collaborative networks as key driving mechanisms for the reduction of gender gaps and for the larger integration of women into innovation activities, with potential implications for stakeholders at both firm and governmental levels.

Abstract

Purpose

The purpose of this paper is to report results from an exploratory, empirical research study that describes personal values and attitudes toward women, two themes that strongly impact employment relations and a wide variety of management issues.

Design/methodology/approach

Well‐established measures for the major themes for this paper were used in constructing a questionnaire. Data collection instruments were vetted for content, translated and back‐translated, and applied by native researchers, who also contributed local expertise to the paper.

Findings

Female respondents across all four countries were more egalitarian in their attitudes towards women in the workforce than were men. Additionally, Colombian respondents had more egalitarian attitudes towards women scores, followed by Brazilians and Argentineans; Mexicans exhibited the least egalitarian attitudes toward women.

Originality/value

This is the first empirical study that links two well‐validated constructs (personal values and attitudes toward women) in samples from the largest Latin American countries.

The article does not necessarily, in general manner or particular phrase, represent the views of the National Committee of National Library Week. It's a great disappointment to me that to date neither the National Committee nor myself has had to disown the other. Our opinions, to date, coincide on all salient points. No blows have been exchanged between Committee and Organiser. Since concord should often be more rightly spelt “c‐o‐m‐p‐l‐a‐c‐e‐n‐c‐y”, I regret this. All, however, may yet be well. My full views as Organiser of NLW 1969 follow: I shall state them with the most forthright candour and the most furious conviction; and the fisticuffs may well follow, as sure as Library fines. If the editor considers this preamble, too … well, too ambling … I proffer one excuse. As organiser, I'm as over‐worked and time‐pressed as any librarian, and my defence is therefore borrowed from Flaubert: “Forgive a long letter—I had no time to write a short one.” (Reference librarians, please check this quotation. Abstract

Purpose

This study provides a new look at the late 19th-century university issue in Spain. Loss of self-government among universities and the state’s centralization brought a conflict between science and religion to the fore in the process of the secularization of knowledge.

Design/methodology/approach

We first delve into the anti-Darwinian framework associated with the scientific professionalization process, focusing on the case of the jurist Antonio Hernández Fajarnés (1851–1909). Secondly, we study the idea of the university that emerged from the Ateneo de Madrid, analyzing key speeches from the jurist Francisco Fernández de Henestrosa (1855–s.d.) given in 1887/88 and from the pharmacist José Rodríguez Carracido (1856–1928).

Findings

The study concludes that the Restoration Era in Spain was characterized by a generalized desire – shared by neo-Scholastics, conservatives and liberal rationalists – to improve the public university system. In this context, French influence was no doubt decisive; however, the Humboldtian university idea had already begun to have notable influence.

Originality/value

This article analyzes sources yet unknown to international research, such as the Ateneo de Madrid debates and Spanish university rectors’ inaugural speeches. It opens up a critical examination of the so-called displacement of educational principles in Spain toward a state-centered system of doctrinal moderantismo as opposed to the nation-centered system of the Cádiz liberalism. At the same time, it identifies key pockets of resistance relative to Spanish university transformation toward increased methodological secularization.
